Fancy Proposed Plans for Penn Treaty Pier 57 North - 1916 - combining the idea of a working pier with a mixed use recreational use below.

But Penn Treaty Park does not always get a full share of attention even back then, PECO wanting to plow it under into just to add another coal chute into the power plant etc. (link above).
